The Central Pollution Control Board (CPCB) on September 08, 2026, issued the clarification regarding the distinction between Biodegradable and Compostable Plastics.
The following has been stated:
• The Board has clarified that “compostable plastics” and “biodegradable plastics” are distinct and shall not be used interchangeably in product labels, advertisements, or marketing communications. Compostable plastics shall conform to IS/ISO 17088:2021 and biodegradable plastics to IS 17899 T:2022, with the latter requiring CPCB certification. Manufacturers, Producers, Importers and Brand Owners are required to obtain CPCB certification before marketing or selling compostable or biodegradable plastic carry bags/commodities.
• As of July 23, 2026, CPCB had certified 371 manufacturers of compostable plastic products, while no manufacturer of biodegradable plastic carry bags or commodities had received CPCB certification. The products shall also carry the prescribed mandatory labels, including “compostable only under industrial composting” for compostable plastics and details of the degradation period and environment for biodegradable plastics. Non-compliance is to be reported to the concerned State Pollution Control Board/Pollution Control Committee for appropriate action.
